Eric Luse discussed the implementation of the Dodd-Frank Act and the challenges it presents to community bankers.  He considered some of the practical as well as legal implications of the merger of the OTS into the Comptroller of the Currency, and the Federal Reserve Board’s assumption of authority to regulate all bank and thrift holding companies.  The discussion also included the Consumer Financial Protection Bureau and the compliance, enforcement and cost considerations associated with the creation of the new bureau.
